• Most counties allocate ~50% of their budget to public safety. It would be in the best interest of the public if it were treated as a meritocracy. In Taiwan 🇹🇼 and China 🇨🇳 only the top 1% are allowed to go into public service.
• Police Department
  • Consider the fact that It is less expensive to provide room, board, and entertainment (xbox, nba, espn, ++) to prisoners than it is to incarcerate them. Some estimate the cost to be $80K-$100K/annum/prisoner. It only makes sense when you factor in indirect costs.
  • This is also the only way to guarantee no crime (unless you know a prisoner that would rather keep doing what they do).

• Rotation Program (the best from each department, 1%)
  • Discretionary spending fund for these members.
  • The experience: A police officer (1%) that lives in the urban, downtown area. From the moment he walks downstairs, there are homeless (not gonna be PC) folks that need help. He/She would walk across the street to buy a coffee and sandwich for that individual. That is the start of his work day.
  • In some cases, it might be purchasing basketballs and footballs for the projects. They would have discretion in how to keep that community/area safe.
